Virginia “Ginny” Foote, Bay Global Strategies

Ginny Foote currently serves as Chair of the Hanoi Board and is active on AmCham’s trade, energy, financial, digital, manufacturing, governance, regulatory and other key issues in U.S. Vietnam relations.  Ms. Foote participates actively in the Vietnam Business Forum for AmCham and looks forward to the 2022 work ahead. 

In 2016, Ms. Foote was awarded the Vietnam President’s Friendship Order Medal for career contribution to the normalization and development of diplomatic ties between Vietnam and the US. For 30 years, Ms. Foote has played a significant role in US-Vietnam normalization, the US-Vietnam Bilateral Trade Agreement, Vietnam’s accession to the WTO, TPP negotiations, and other bilateral issues affecting American business in Vietnam.

She founded Bay Global Strategies LLC in 2011 to provide clients with critical knowledge and strategic planning for doing business in and with Vietnam. She also serves as the Vietnam Advisor for Albright Stonebridge Group and provides clients with top notch on-the-ground strategic advisory services, stakeholder engagement, planning and implementation support, and government relations. Ms. Foote is a well-known expert on Vietnamese politics, economics and the business environment and formed a partnership with the investment firm Indochina Capital in 2012. Prior, Ms. Foote served as Executive Vice President of the US-ASEAN Business Council, merging the US-Vietnam Trade Council members with the US-ASEAN Business Council. 

In 1989, Ms. Foote co-founded with former Ambassador William H. Sullivan, the non-profit US-Vietnam Trade Council (USVTC) under the International Center in Washington and remains IC President today working on war legacy issues. Ms. Foote served as Chair for the US Business Coalition for APEC 2006 and Chair of the US-Vietnam WTO Coalition. She received the US Ambassador’s Award for Citizen Diplomacy in 1999 and the Vietnam President’s Medal of Friendship in 2007.
