Energy Committee Meeting

AmCham’s Energy Committee will meet virtually on April 16 to discuss a flurry of policy activity in the past couple of weeks, including the recently released text of the Draft Revised Law on Electricity, the PDP8 implementation plan, and Decision No. 270/QD-TTg signed by Deputy Prime Minister Tran Hong Ha approving the List of National Important Energy Programs, Projects, and Works under the direction of the State Steering Committee.

The Draft Electricity Law contains a number of surprises. AmCham will be issuing comments about the text in the next couple of weeks. We’ll discuss the Draft Law at this virtual meeting. We will also review the 12 power projects, 28 grid projects, and other details of Decision 270. We’ll also discuss recent Government comments about mitigating power shortages in the coming months.

John Rockhold serves as Chair of AmCham’s Energy Committee and is a well-known expert in Vietnam’s energy sector. Nguyen Anh Dung is an energy transition specialist at The Asian Foundation. He has over 20 year experience in the energy sector, including time spent as a senior researcher at the Institute of Energy, policy work in the Technology Transfer Center at the Ministry of Science and Technology, and as an energy advisor at GIZ. Nguyen Huong Giang is a counsel based in YKVN’s Hanoi office and a specialist in M&A and projects and infrastructure with main focus on government contracts, EPC and regulatory issues. Giang regularly advises project developers, lenders, contractors, etc. in manufacturing, infrastructure and energy projects.

About AmCham’s Energy Committee:

This committee serves as a forum for AmCham members to discuss energy sector issues both among industry participants and with guests from the government. It provides a forum for members involved in the energy industry and related disciplines to discuss issues of common interest. It also provides a mechanism to bring pressing energy policy issues to the attention of the AmCham Board of Governors and, through AmCham education and advocacy procedures, the relevant Vietnamese government authorities.
